Bayshore Is Adding Around 10,000 Homes Down the Road. What the URA Plans Mean for Tanah Merah

If you are looking at a site next to Tanah Merah MRT, look at what is already planned for the area around it. Bayshore, the roughly 60-hectare stretch beside East Coast Park, is planned as a car-lite residential estate of around 10,000 new homes, and the Thomson-East Coast Line stations that serve it are opening in stages between now and the mid-2030s.

For Bedok Rise Residences, that means an established District 16 neighbourhood today, with more amenities, better rail connections, and a growing residential catchment taking shape over the next few years.

What follows is the public record from the Land Transport Authority, or LTA, and the Urban Redevelopment Authority, or URA. Nothing here is a forecast.

What Bayshore is actually getting

Bayshore is being master-planned for around 10,000 new homes, a majority of them public housing, with the estate built out to the mid-2030s. Bayshore MRT (TE29) is already open.

The public housing came first. Bayshore Palms and Bayshore Vista, more than 1,400 flats between them, launched in the October 2024 Build-To-Order, or BTO, exercise.

The first private plot is already selling, which gives you a look at the kind of development coming to the area. That plot is the Bayshore Road Government Land Sales, or GLS, site, which drew 8 bids when its tender closed in March 2025.

It is now Vela Bay, a project of about 515 units that launched in April 2026. By May 2026 the developer had sold 371 of them.

The second private site is bigger. The Bayshore Drive site is zoned commercial and residential, integrated with Bedok South MRT (TE30), a bus interchange, and shops.

It allows up to 1,280 homes. Its tender launched on 30 March 2026 and drew a top bid of S$2.128 billion.

Here are the three Bayshore pieces side by side, with the plot beside Tanah Merah MRT added for scale.

Figures from the URA and LTA releases, read on 15 September 2026.

When we read a pipeline like this for buyers, we count the homes each site adds and ignore the hectares. Homes are what fill trains.

The 1,400 flats, the 515 units, and the up to 1,280 homes are the part of the 10,000 that already has a launch date or a winning bid behind it. The rest of the estate follows through the mid-2030s.

The rail that connects it, in stages

Stage 5 of the Thomson-East Coast Line, or TEL, brings Bedok South (TE30) and Sungei Bedok (TE31) into service in the second half of 2026. Sungei Bedok is where the TEL meets the Downtown Line.

Sungei Bedok is 1.18 km from the parcel, and Bayshore MRT, at 1.6 km, is two stops further along the TEL from there. That is the route between this plot and the new estate until Tanah Merah itself changes.

Tanah Merah does change, later. On 25 July 2025 LTA announced the extension of the TEL from Sungei Bedok to Changi Terminal 5 and Changi Airport, with the existing Changi Airport branch of the East-West Line converting to the TEL, which takes Tanah Merah’s branch platforms with it.

Completion sits in the mid-2030s, in tandem with Terminal 5, where ground was broken on 14 May 2025. Agency dates move, so treat that as a planning horizon rather than a fixed promise.

When we walk a buyer through a station’s future, we separate what is open now, what opens with a date, and what carries a decade-long horizon, because the first two are what you live with in the first years of a lease. Here that means Bayshore MRT open today, two TEL stations in the second half of 2026, and an interchange in the mid-2030s.

Today the East-West Line from Tanah Merah runs west to Bedok, Paya Lebar, City Hall, and Raffles Place with no change of train.

What a bigger catchment does to the shops and the trains

Around 10,000 homes is a town-sized addition, and most of it sits a short train ride from Tanah Merah once the TEL stations open. The effect on daily life shows up in two places.

Retail follows people. A larger population along the same corridor could give Sceneca Square, Bedok Mall, and the eating street along Jalan Simpang Bedok more regular customers, and a supermarket 338 m from the parcel is likelier to stay put when footfall grows than one waiting for a neighbourhood to fill.

Rail frequency follows the same logic. Operators run more frequent services where demand is heavier, and a corridor that adds Bayshore’s homes, an integrated development at Bedok South, and an interchange at Tanah Merah would not be an unusual place for that to happen over the next decade.

Bayshore is also planned as a car-lite estate, so a good share of those trips are meant to be made by rail and on foot. A home 241 m from a station already on the East-West Line sits on the rail side of that plan.

Why a fully residential plot beside a retail podium reads differently

The Bayshore Drive site is the mixed kind of development. Its residents will live above a bus interchange, shops, and a Thomson-East Coast Line station, the way Pasir Ris 8 residents live above Pasir Ris MRT.

This parcel is the other kind. URA zoned it fully residential with no commercial component, so daily amenities sit next door instead.

Sceneca Square, the single-storey retail podium beside Tanah Merah MRT, gives residents shops, a supermarket, and the rest of the daily errands at 338 m. Bedok Mall is one MRT stop west, 2.1 km away in a straight line.

The practical difference is where the crowd goes. In an integrated development the public walks through the podium under the blocks every day, while a residential-only plot beside the podium gets the shops at 338 m and the station at 241 m without the through-traffic at the lobby.

When we compare eastern launches for buyers, we measure every distance from one point at the centre of the parcel, so the 241 m to the station and the 338 m to Sceneca Square sit on the same scale as the 1.6 km to Bayshore MRT and the 3.0 km to East Coast Park. Neighbouring condominiums around the same station sit between roughly 110 m and 310 m from the gantry.

The Bayshore and Tanah Merah transformation page carries the shorter version of these plans, and the location map shows every distance measured the same way.

Where the Tanah Merah plot sits in all of this

Bedok Rise Residences sits on the Bedok Rise Government Land Sales parcel in District 16, next to Tanah Merah MRT station on the East-West Line. URA described it as the last residential plot beside the station, partly why the tender drew 10 bids and became the most contested GLS residential tender of 2025.

The 99-year leasehold parcel spans about 218,507 sq ft with a maximum gross floor area of 32,470 sqm. URA estimates a yield of around 380 homes.

Against Bayshore’s 10,000, that is a small development on the established side of the corridor, a few minutes’ walk from a station that already runs to the city with no change of train.

Changi Business Park is 2.5 km away. Expo MRT is 1.7 km, and Changi Airport about 4.4 km, two stops on the airport branch via Expo.

The preview is expected in early 2027. Registration of interest is open on the Bedok Rise Residences Showflat Location, and the showflat location and appointment slots are shared with registered buyers when the developer announces them.
